HSBC Bank Plc became the first firm cleared by the Bank of England to operate live digital securities depository services inside the United Kingdom's Digital Securities Sandbox. The approval moves HSBC's Orion platform through Gate 2, the stage at which firms can conduct regulated activity with live financial instruments.
The sandbox allows approved firms to run securities settlement and trading infrastructure under temporarily modified UK legislation. Regulators use it to test whether distributed ledger technology can handle functions normally performed by central securities depositories and established post-trade infrastructure.
HSBC Orion will operate as a digital securities depository, supporting issuance, recording, servicing and settlement of digital securities. The platform will handle the UK government's planned Digital Gilt Instrument, known as DIGIT. HM Treasury selected HSBC Orion as the platform provider for DIGIT in February after a procurement process that began in October 2025.
The first DIGIT transaction is expected by the end of the first quarter of 2027. The instrument will be issued and settled on HSBC Orion rather than the infrastructure used for conventional gilts. The pilot is designed to test whether distributed ledger technology can shorten settlement times and reduce operational costs.
HSBC and LSEG have signed a memorandum of understanding to develop connectivity between their systems. The arrangement links HSBC Orion's depository infrastructure with LSEG's distribution and market-access capabilities. That connection will determine whether the pilot can support wider participation from institutional investors.
HSBC launched Orion in 2022. The platform has supported more than $5 billion in digital bond issuance globally, including the European Investment Bank's digital sterling bond in 2023 and a HK$6 billion-equivalent multi-currency digital green bond issued by the Hong Kong government in 2024. The UK approval gives the platform permission to operate the digital depository itself within Britain's domestic market infrastructure framework, a step beyond acting only as arranger or dealer for a single issuance.
The Digital Securities Sandbox launched in September 2024 and runs until January 2029. LSEG, JPMorgan and Tradeweb have passed Gate 1. JPMorgan holds an Alpha Score of 64. HSBC was the first to receive Gate 2 approval. The sandbox is designed to test systems before regulators decide whether to make the changes permanent.
HSBC's approval is not a permanent market infrastructure licence. The platform must prove it can meet standards covering settlement finality and asset protection. The DIGIT transaction will be the main test. It combines a sovereign issuer using a regulated depository with planned connectivity to one of the world's largest securities-market operators. The outcome will shape whether the UK moves toward permanent digital bond issuance or regulators slow the sandbox transition.
