India and Singapore deepened cooperation in semiconductors and digital payments at their fourth ministerial roundtable on Thursday. Senior ministers from both sides reviewed progress in areas including UPI-PayNow transactions and agricultural exports, according to a statement from India's external affairs ministry on Friday.
The Indian delegation included Finance Minister Nirmala Sitharaman, External Affairs Minister S. Jaishankar, Commerce Minister Piyush Goyal, and Minister of State Jitin Prasada. Their Singaporean counterparts included Deputy Prime Minister Gan Kim Yong, Foreign Minister Vivian Balakrishnan, and Digital Development Minister Josephine Teo.
The two sides exchanged two memoranda of understanding and a letter of intent. One agreement between India's Food Safety and Standards Authority and the Singapore Food Agency will ease trade in agricultural and processed food products. The ministry statement noted progress on a pilot for Indian generic medicine registration in Singapore and the export of litchis, mangoes, and cherries to Singapore.
Other progress areas included the development of a National Centre of Excellence for Skilling in Chennai and the rollout of the Green Lane Initiative for Semicon. The two sides also worked on green hydrogen supply chain development. The Singapore Business Federation will open an office in Bengaluru.
The semiconductor push is part of India's effort to build a domestic chip industry. Prasada attended a semiconductor industry roundtable during the visit. Singapore, a major hub for chip design and fabrication, is a key partner in this effort.
Apple, which manufactures in India and uses Singapore for chip design, has supply chain exposure to both markets. India is working to attract global investment into chip manufacturing, and the Singapore cooperation is part of that effort. The Apple supply chain includes Foxconn plants in Tamil Nadu and Karnataka.
The roundtable follows the elevation of India-Singapore ties to a Comprehensive Strategic Partnership in September 2024, with a roadmap adopted in September 2025. The two sides agreed to explore more engagement between Singapore and Indian states. Commerce Minister Goyal addressed the India-Singapore Business Forum and met potential investors.
