
India seeks guarantees against abrupt AI model cutoffs as US-India talks on Anthropic's Fable rollout enter sensitive national security territory. MeitY secretary warns sudden access loss could disrupt long-term projects.
The United States and India are in active, high-level talks about how advanced AI models – including Anthropic's Fable – get released in India. US Under Secretary of Economic Affairs Jacob Helberg described the discussions as involving "sensitive national security" matters that cannot be fully detailed publicly.
Helberg told ANI the US wants a "gradual, measured approach" to rolling out frontier AI models. The goal is to keep critical infrastructure – power grids, for example – safe, both in the US and for what he called "trusted partners" like India.
"We continue to have ongoing conversations about this topic with our Indian friends," Helberg said. "These are very sensitive national security discussions that are not quite right for public consumption. I think both sides really understand each other's perspectives."
The talks come as India pushes deeper into AI adoption across its digital governance systems. S Krishnan, Secretary of India's Ministry of Electronics and Information Technology (MeitY), said New Delhi has raised concerns about the reliability of access to models like Anthropic's Claude.
"We sought an understanding of how exactly the US is looking at this particular aspect and what their concerns are and how, in the future, this could be a reliable source of technology," Krishnan said at the 2nd Pax Silica Summit in Washington. "Because if it is something which is to be used and made available, we can't have abrupt cutoffs."
The worry is not abstract. In June, the US Commerce Department issued an export control directive requiring Anthropic to restrict foreign nationals from using its newly launched Claude Fable 5 and Mythos 5 models. That order gave India a concrete example of how access can shift on short notice.
Krishnan said India was given an understanding of how the US views the issue and how it intends to ensure that access does not become a challenge for trusted partners in the future. He added that India remains committed to strengthening international cooperation while promoting diversified technology supply chains.
The two sides appear aligned on the principle of gradual release. The open question is what happens when a model already in use in India triggers a new US national security review. The talks are designed to prevent that scenario from becoming a sudden cutoff.
