Ukrainian forces hit Rosneft PJSC’s refinery in Saratov, Russia, overnight, sparking a fire, the country’s General Staff said in a Telegram statement. The attack also struck Engels airfield, about 730 kilometers southeast of Moscow, a critical hub for Tu-95 bombers that launch cruise missiles into Ukraine, the General Staff said.
Regional authorities reported damage to civilian infrastructure in Saratov and Engels and said two people were killed. President Volodymyr Zelenskyy said Kyiv’s forces also hit an oil depot in Russia’s Kaluga region and a drone storage facility in the Bryansk region.
The strike is the latest in a near-daily campaign against Russian fuel-producing infrastructure. Ukrainian forces intensified attacks on refineries in late July after a short pause, hitting the Volgograd refinery, one of Russia’s largest, on Friday, and targets in Ufa, home to three Bashneft refineries, on Saturday. Fire also broke out at an industrial area in Ufa on Sunday, Radiy Khabirov, head of Bashkortostan, said without providing details.
The campaign is already disrupting fuel supplies. Filling stations operated by Lukoil PJSC and Gazprom PJSC in the Volgograd region temporarily introduced gasoline rationing after the Volgograd refinery strike, regional authorities said. Many regions across Russia had only recently lifted limits on gasoline and diesel sales after a period of shortages.
The Saratov refinery has a design capacity of about 140,000 barrels of crude a day. It was previously hit on July 8 and had restored operations after that attack, according to the General Staff. Rosneft did not respond to a request for comment.
Zelenskyy said Russian enterprises not subject to Western sanctions are increasing production of drones, missiles and guided aerial bombs even as Ukraine continues to target oil infrastructure. NASA fire-detection data from Sunday showed fresh heat anomalies at the Saratov refinery, suggesting active fires.
