Those potato-sized rocks carry nickel, copper, cobalt, and manganese. The company values the net present value of those resources at $23.6 billion, according to its filings.
The company is taking an unconventional regulatory route. The International Seabed Authority, which normally governs deep-sea mining, has never finalized commercial extraction rules. TMC plans to seek a permit from NOAA under the Deep Seabed Hard Mineral Resources Act of 1980, a domestic law that offers a faster process. It expects a permit before its late 2027 target to commission an offshore collection system.
