Deborah Lowe, who lives at Blandford Court in Park North, said the problem started more than three years ago. Pest control came on Aug. 14 and Aug. 17. By Aug. 20 the insects had returned, she told the Local Democracy Reporting Service.
Lowe said the council blamed the outdoor bin area at the rear of the building. She believed a leaking pipe or a dead animal under the floor was feeding the infestation.
Another resident, Reanne Kerr, lives on the top floor with three young children. She has epilepsy and keeps her pushchair at the bottom of the stairs. With maggots in the stairwell, she said she needs a neighbor to help carry it up.
"There are flies everywhere – you would think there was a dead body under the floor," Kerr said.
A Swindon Borough Council spokesperson said the authority had sent pest control, repair teams and neighbourhood wardens. "We appreciate this is a recurring issue and we have been taking action when it has been reported to us," the spokesperson said. "We will continue to work with residents to get to the bottom of why these problems keep occurring."
Lowe said the bin area was kept clean and tidy. "Tax-paying residents should not have to live in these unsanitary conditions," she said. "We are going round in circles."
