Saudi Arabia's new Sports Law took effect June 11, replacing the prior patchwork of regulations with a single set of rules for the Kingdom's sports entities.
The Ministry of Sports said the law governs the Saudi Olympic and Paralympic Committee, sports federations, leagues, and clubs. It also covers the Saudi Sports Arbitration Center, the Anti-Doping Committee, athletes, coaches, and sports facilities. Board members and employees of those bodies fall under its provisions as well.
The ministry said the law clarifies the legal status of sports bodies and strengthens institutional practices. It also aims to raise sports participation rates and improve access to facilities across the country.
For investors, the framework offers a clearer basis for commercial and sports-related transactions, the ministry said. That includes sponsorship agreements, broadcast rights, and player transfers, which now have a defined legal structure.
The law applies to transactions tied to competitions and events across all sports in the Kingdom. It also covers sports centers and academies – the source listed "institutes" but the core is centers and academies – and regulates licensing, professional accreditation, and approval of training programs.
The Saudi Sports Arbitration Center is empowered to handle disputes under the new rules. The Anti-Doping Committee's role is codified, bringing the regime closer to international standards.
The law is the latest step in Saudi Arabia's broader push to professionalize its sports sector under the Vision 2030 plan. The Kingdom has signed top-tier soccer players and hosted high-profile boxing and golf events in recent years. The new legal framework gives private capital a formal structure for deals that previously relied on ad-hoc contract negotiations.
