MANILA – President Ferdinand Marcos Jr. said Tuesday he was open to negotiating a Visiting Forces Agreement with Germany, a move that would expand Manila's network of military-access pacts beyond its current five partners.
Marcos spoke alongside German President Frank-Walter Steinmeier, who is in the country for a three-day state visit. The Philippine leader said the two countries were still far from a formal deal but that engagement in defense and security was deepening.
“Why not? In reality we are way off of that but we are actually increasing our engagement especially in the military, defense, and security areas,” Marcos said. “Perhaps, when the time comes that would be something the Philippines would be very open to. I cannot see any disadvantage to that.”
The Philippines has five active troop-access arrangements: with the United States (signed 1999), Australia (2012), Japan, New Zealand, Canada (2025), and France (2026). A German VFA would add a European partner with a growing Indo-Pacific naval presence.
Marcos framed the push as a hedge against regional volatility. “With the volatility that is happening in the geopolitical world right now, the best path to stability is to have partnerships, is to have a wide base of alliances,” he said. “Not any one country can now influence or change or direct the way the world is working.”
The remark comes as the Philippines deepens military ties with Western allies amid an intensifying South China Sea standoff with China. Germany has increased naval patrols in the region in recent years, docking at Manila in 2024 and conducting joint exercises with Philippine and other allied forces. A formal VFA would allow German troops to operate under a legal framework covering jurisdiction, entry, and movement during exercises or port calls.
