BAYOMBONG, Nueva Vizcaya – The provincial government has paid P44.05 million to 881 couples married at least 50 years, under a program launched last year.
Gov. Jose Gambito said the Enduring Devotion Program gives each qualified couple a one-time P50,000 incentive. The ordinance, authored by former board member Patricio Dumlao Jr., aims to recognize couples whose unions span five decades and to highlight the role of stable families in communities.
The Provincial Social Welfare and Development Office, led by Flordelina Granada, handles verification. It cross-checks marriage certificates and civil registry records, then coordinates with municipal social welfare offices. Once validated, couples are added to the disbursement list.
Data from the PSWDO show beneficiaries come from all 15 municipalities. Solano, Bagabag, Bayombong, and Aritao have the highest counts. Smaller numbers are recorded from Quezon, Alfonso Castañeda, Santa Fe, and Kayapa.
Rodrigo and Soledad Flores of Barangay La Torre Norte, Bayombong, are the longest-married couple among recipients so far – 76 years.
“This is more than a monetary reward – it is recognition of enduring commitment,” Gambito said.
The governor linked the program to family stability, expressing hope that long-married couples can influence younger families.
Nearly 500 additional submissions from couples meeting the 50-year requirement are under review, Granada said. Once verified, they will join the roster.
The ordinance does not set a cap on beneficiaries, Gambito said. “This open structure means that as more applications are validated, total disbursements are expected to increase.”
The program is funded through the provincial social welfare budget. Disbursements began in 2024 and have accumulated to P44.05 million, covering the 881 couples approved to date.
Program administrators said the verification process also includes barangay certifications to ensure accuracy. For many municipalities, the list is updated regularly as local offices forward new applications.
With 500 applications pending, provincial planners expect the beneficiary count to keep growing. The program remains tied to a specific milestone – 50 years of marriage – creating a record of couples whose unions span significant periods of local history, from the post-war years to the present, Gambito noted.
