
Western Visayas recorded 444 measles and rubella cases in 2025, a 41% jump from 2024. The DOH blames immunization coverage stuck below 65% and will launch a catch-up campaign in August targeting 408,114 children.
Measles and rubella cases in Western Visayas rose 41% last year, and the region's health office is blaming a persistent gap in routine immunization coverage that has left thousands of children unprotected.
The Department of Health 6 recorded 444 cases in 2025, up from 315 the year before. Twenty-two were lab-confirmed measles, six were rubella, and eight were epidemiologically linked measles. Another 12 cases are pending confirmation. The median patient age was 17.
Capiz, which had gone three years without a single measles case, reported infections again in 2025. Iloilo City and Iloilo province both showed upward trends. Guimaras saw a rise in suspected cases even without confirmed ones.
“MR continues to spread in communities, and the reason for that is that over the past few years, we were not able to achieve 95-percent immunization coverage,” said Dr. Jose Martin Atienza, DOH-6 Immunization Program Coordinator. “We have many undervaccinated and unvaccinated children.”
The region's immunization coverage hit 64.93% in 2025, barely above the 59.52% recorded in 2022 and down from 65.82% in 2024. The DOH targets 95% coverage to reach herd immunity for vaccine-preventable diseases.
Atienza pointed to vaccine hesitancy and a lack of awareness among parents about immunization schedules as the main barriers.
“This disease, though highly infectious, can be prevented,” he said. “One of the best ways to stop the spread of infection is through measles-containing vaccines, which are given for free in health centers.”
The DOH-6 plans to roll out Phase 3 of its Measles-Rubella Supplemental Immunization Activity from Aug. 10 to 28. The campaign targets 408,114 children aged 6 to 59 months across Western Visayas, regardless of their vaccination status. It will provide MR vaccine doses and Vitamin A supplementation.
Breakdown by province: 172,360 in Iloilo province, 68,665 in Capiz, 56,730 in Antique, 52,749 in Aklan, 40,973 in Iloilo City, and 16,637 in Guimaras.
Earlier phases covered Mindanao, including the Bangsamoro Autonomous Region, and Metro Manila with adjacent areas in Regions 3 and 4A.
Measles spreads through respiratory droplets when an infected person coughs or sneezes. Rubella, or German measles, follows the same airborne route. Both are among the 14 vaccine-preventable illnesses under the national immunization program. The first MR dose is recommended at nine months, the second at 12 months.
