India MoU Seeks to Streamline Pharma Exports, Curb Narcotics Diversion

India's Central Bureau of Narcotics and the Pharmaceuticals Export Promotion Council signed an agreement Monday to tighten oversight on pharmaceutical exports while keeping legitimate trade flowing. The memorandum of understanding is meant to prevent the diversion of narcotic drugs and psychotropic substances.
The finance ministry said the pact balances export promotion with regulatory oversight. CBN administers the Narcotic Drugs and Psychotropic Substances Act. It supervises opium poppy cultivation and authorises imports and exports of controlled substances.
Under the MoU, the government will develop a voluntary code of conduct for the industry, in consultation with PHARMEXCIL. The partnership will also identify bottlenecks and recommend measures to streamline procedures for compliant exporters. The pharma industry will nominate contact persons from member companies to coordinate on the code, the statement said.
