The 8th Pay Commission finished its latest round of stakeholder meetings in Kolkata on July 10. With roughly eight of its 18 months gone, the commission is expected to accelerate consultations and finalise its recommendations for nearly 11 million central government employees and pensioners.
The central government has not yet set a final fitment factor. That number will determine how much base salaries rise, and from there, how allowances such as House Rent Allowance (HRA) shift. HRA is a percentage of an employee's revised basic pay, so a higher fitment factor lifts both the pay and the housing allowance.
The city of posting also matters. Employees in X and Y cities receive HRA at 24% and 16% of basic pay, respectively. Those in Z cities get 8%. The table below shows how HRA would change for senior officers at Pay Levels 14 through 16 – whose current basic pay runs from ₹144,000 to ₹205,400 – under four illustrative fitment factors.
