Cowbell, a provider of cyber and specialty insurance for small and medium-sized businesses, has introduced an AI-native decision system called OMNI that can produce non-admitted quotes in minutes rather than the longer timelines typical of specialty insurance workflows.
OMNI is built on the company's existing AI platform and a risk pool of more than 55 million entities. The system combines artificial intelligence, workflow automation, decision support, and governance into a single operating model, Cowbell said Wednesday.
The initial application targets a longstanding challenge in the excess and surplus (E&S) market: managing large volumes of lower-premium business from small and midsize organizations while maintaining underwriting quality.
Cowbell said OMNI uses specialized AI agents alongside human underwriting teams to review submissions, identify risk information, analyze internal and external data sources, and provide coverage and pricing recommendations. Underwriters still make final decisions, the company emphasized.

Beyond underwriting, the system is being applied to claims management, cybersecurity services, customer engagement, and product creation. Cowbell said OMNI has shortened product deployment timelines from roughly eight months to as little as six weeks, citing the launch of Prime One for the U.S. middle market as an example.

OMNI is being introduced across Cowbell's operations in North America, Europe, and Asia-Pacific in stages. The company said Bellwether, its AI performance measurement tool, tracks adoption, operational performance, and business outcomes to support responsible use of artificial intelligence.
