Boat Operator Charged After New York Harbor Capsize Kills Mother, Infant

Manuel Hernandez of New York was charged with 13 counts of reckless endangerment, police said. A phone number for Hernandez could not be located Sunday. The case had not appeared in online court records.

The Coast Guard and police are investigating whether the 22-foot Bayliner was operating as an illegal charter. An illegal charter carries passengers for hire without required Coast Guard credentials, safety equipment, or inspection certificates, the agency said.

Captain Doreen McCarthy, commander of Coast Guard Sector New York, said investigators were committed to determining what happened. “We are deeply saddened by the tragic loss of life,” McCarthy said. She praised the response of partner agencies and a Good Samaritan vessel that helped rescue survivors.
