Senator Cynthia Lummis said the Senate still aims to vote on the CLARITY Act in July, despite a legislative calendar packed with major bills including the SAVE America Act, the 2026 Farm Bill, the National Defense Authorization Act, and the GENIUS Act stablecoin bill.
Lummis told Fox Business that negotiations on the crypto market structure bill have been underway since last Labor Day and are now in the final stages. She described the process as "arduous."
"We've been negotiating on the CLARITY Act hard-core since last Labor Day. It has been an arduous process."
The senator said recent revisions to the GENIUS Act created complications after banks raised concerns about stablecoin provisions. Senators Bill Hagerty, Ted Budd, and Thom Tillis helped resolve those issues, she added. Lawmakers are still ironing out details around DeFi and ethics provisions. A technical draft of the CLARITY Act is expected over the July 4 recess.
President Donald Trump has intensified pressure on Republicans to pass the SAVE America Act, a voting reform package. Lummis acknowledged the full bill lacks sufficient Senate support and suggested breaking it into smaller pieces.
"We need to smartly break up the SAVE America Act and get those components that we can get passed."
Debate on the National Defense Authorization Act is expected after the July 4 recess. The timeline for the 2026 Farm Bill remains unclear.
Lummis said the bill is still on track for a July vote even with the crowded floor. The technical draft due over the July 4 recess will be the first detailed text available to the public.
