The CLARITY Act picked up its first major law enforcement endorsement. The National Organization of Black Law Enforcement Executives (NOBLE) publicly backed the crypto market structure bill in a letter to Senate leaders, the group said.
NOBLE's letter said the legislation contains "several provisions that would provide law enforcement with meaningful new capabilities" while preserving "longstanding criminal enforcement authorities." The group pushed back against criticism from other law enforcement organizations that the bill weakens existing criminal laws. NOBLE said the CLARITY Act leaves intact federal statutes covering money laundering and unlicensed money transmitting businesses.
The bill includes the Blockchain Regulatory Certainty Act (BRCA), which aims to give blockchain developers and service providers clearer rules. The BRCA provision aligns federal law with existing guidance from the Financial Crimes Enforcement Network (FinCEN), according to the bill's text.
Crypto policy expert Lindsay Fraser said NOBLE's position matters because the group concluded the bill strengthens enforcement capabilities while keeping existing criminal authorities intact.
The endorsement could ease concerns that the legislation creates regulatory gaps for law enforcement, a key criticism during earlier debates on crypto regulation. NOBLE is the first major law enforcement organization to take a public position on the bill.
Senate leadership has not yet scheduled a floor vote. Lawmakers continue discussions on the legislation's path forward.
