Senator Bill Hagerty said legislators are aiming for a vote after Congress returns from its July recess. The July 4 signing some had hoped for is off the table. Lawmakers come back July 13. A floor vote could follow in the weeks after that.
The vote math hasn't changed. Republicans hold 53 seats. That means seven Democrats need to vote yes to reach 60. Senators Angela Alsobrooks and Ruben Gallego both voted for the measure in committee. Both also said that committee vote doesn't commit them on the floor.
Senator Tim Scott argued the legislation would create clearer rules and keep blockchain innovation in the U.S. He didn't give a timeline. Bloomberg Intelligence estimated a 60% chance the bill passes this month.
The National Organization of Black Law Enforcement Executives (NOBLE) endorsed the act, becoming the first major law enforcement group to back it. That includes support for the Blockchain Regulatory Certainty Act within the legislation.
A similar version of the bill cleared the House earlier this year with bipartisan support. The Senate version has drawn some of the same coalition. Whether the final text keeps those compromises intact is what traders will watch.
The Senate returns July 13. The final text, when it drops, will show whether the bridge holds.
