Binance to Restrict Transactions With 11 Platforms Under EU Sanctions

The EU's 21st sanctions package against Russia, adopted in July, extended transaction prohibitions to include certain cryptocurrency platforms outside the bloc that, according to EU authorities, had allegedly helped evade sanctions. The restrictions target the counterparty of the transaction, not the crypto asset itself. Binance is not delisting any token simply because it trades on one of the flagged exchanges, the notice said.

HTX, formerly known as Huobi Global, carries the most weight among the 11 platforms. The EU already flagged HTX in July under the same sanctions rules aimed at limiting channels that could be used to circumvent sanctions on Russia.

For Binance users, a transfer that previously processed normally may now be held or blocked if linked to any of the listed platforms. Sanctions controls are no longer limited to individual wallet addresses. They now require identifying links between deposits, withdrawals, and designated services, even when funds pass through intermediate addresses before reaching the platform, the notice said.
